The Yankees biggest priority was to upgrade their pitching rotation and they did that in a big way without giving up prospects that they might have had to last season with Johan Santana. We all know now the Yankees got the biggest free agent in CC Sabathia and also nabbed AJ Burnett and got the best young offensive player on the market in Mark Teixeira.

For that, Hoch gave the Yankees a perfect 10 for identifying their needs and meeting them — all the while staying under their 2008 payroll figure. While the Yankees have to meet arbitration hearings with three key players and get a 5th (and 6th and 7th) starter, the Yankees still project to be under their 2008 payroll.
